Abstract

This Scoping Study report provides an analysis of the Water, Sanitation, and Hygiene Monitoring and Evaluation (WASH M&E) system in the Amhara Region of Ethiopia. The report begins with an introduction that defines the regional WASH M&E system and gives an overview of the background and context. The study then outlines the different components of the regional WASH M&E and explains the framework used to assess the current status of WASH M&E and identifies areas of focus based on the preparatory phase. The report critically examines the separate components of the regional WASH M&E system. This includes organisational structures, human capacity, coordination mechanisms, work plans, communication strategies, monitoring practices, surveys, databases, and data accessibility. The report concludes by summarising the strengths and challenges of the regional WASH M&E system and provides high-level recommendations for system strengthening. An annex section contains the datasheets collected during the assessment phase.
