Abstract

This report provides a guide to the practical application of outcome mapping and sustainability scorecards to effectively monitor systems change in water, sanitation and hygiene (WASH) programming. It introduces the methodologies for these two tools and how they have been applied within the USAID-funded Sustainable WASH Systems Learning Partnership. It concludes with recommendations to best apply these tools and detailed examples of each tool. Annexes presents examples of sustainability scorecards for rural water and small town sanitation service provision, annotated performance indicator reference sheets (PIRS) for outcome mapping and the scorecards; sample reporting forms for outcome mapping and the sustainability scorecards, and additional templates of tools to collect qualitative information.
