Safe and sustainable water, sanitation and hygiene (WASH) service delivery to end users requires strong national and local WASH systems. WASH systems comprise of multiple building blocks. Institutions are one of the key building blocks necessary to develop, maintain and deliver reliable services. Between 2018 and early 2019, IRC and UNICEF India carried out an institutional capacity assessment across four districts in Odisha. The assessment mapped the existing institutions and the individuals responsible for provision of water and sanitation services at the different levels of governance, and the capacity development support available for them. It provided the much needed insights in to the existing gaps in the capacities across the bureaucratic, technocratic and elective pillars, at different levels of governance. The assessment was timely relevant given the context of heightened political commitment towards provision of water and sanitation services to all, both at the state (Odisha) level and the national level.
