Sanitation and Water for All (SWA) has recently launched an interactive Tools Portal that currently contains over 30 state-of-the-art tools and resources to help strengthen the water, sanitation and hygiene (WASH) sector. Users are invited to review the tools, submit implementation reports and suggest additional tools.

The tools are organised by the five SWA Building Blocks with an additional section on cross-cutting issues (see figure above). This is exciting given SWA’s role as a global partnership founded on a common vision and set of core principles, which promote work based on the Building Blocks and the four Collaborative Behaviours.

The tools are aligned with SWA’s vision to “turn the current situation around by creating a virtuous cycle of robust planning, institutional strengthening, better resource utilisation and higher investment.” Furthermore, the primary target audience for the tools portal is national level governments, followed by implementing partners and WASH enabling environment developers.

Agenda for Change

The SWA principles for Collaborative Behaviours are also at the core of the mission statement of the Agenda for Change Partnership. Current members include Aguaconsult, CARE, IRC, Splash, Water For Good, Water For People, WaterAid and Welthungerhilfe.

The partnership acts as a global learning alliance platform to support organisations, primarily NGOs, on their path to internalise SWA’s Collaborative Behaviour principles and implement them in their work. The Agenda for Change promotes a specific way of doing this: a district-level approach. Since WASH systems and governance are complex, the partnership commits to work in one or more specific districts in order to strengthen systems at the sub-national level where the responsibility for WASH service delivery and project implementation often lies. This approach does not mean focusing on a single district to create an island of success - it means working simultaneously at the national sphere where experiences from the district can be leveraged in national platforms. And it means supporting harmonisation of national policies and making sure they are implemented at sub-national level.
