This learning note summarizes a study commissioned to map examples of public-private collaboration in consumer sanitation markets from around the world. The aim of the study was to identify lessons learned and provide a framework for understanding public-private collaboration, which can be used to consider potential strategies and activities that facilitate growth of sanitation markets.

Abstract

Public-private partnerships (PPP) can be defined (among other definitions) as "a long term contract between a private party and government entity, for providing a public asset or service, in which the private party bears significant risk and management responsibility, and remuneration is linked to performance". This learning note focuses on a broader model in which public and private sector actors directly or indirectly collaborate in establishing, strengthening or scaling up sanitation businesses to market sanitation goods and services to households. Public-private collaboration in this context aims to promote sustainable development, production and distribution through commercially viable and accountable business models.

USAID TRANSFORM WASH sets out to improve water, sanitation and hygiene (WASH) outcomes in Ethiopia by increasing access to and sustained use of a wide spectrum of affordable WASH products and services, with a focus on sanitation. It does so by transforming the market for low-cost, high quality WASH products and services: stimulating demand at community level, strengthening supply chains, and building the enabling environment for a vibrant private market.

USAID TRANSFORM WASH is a USAID-funded project implemented by PSI in collaboration with SNV, Plan International, and IRC. The consortium is working closely with government agencies including the Ministry of Health, the Ministry of Water, Irrigation and Electricity, the National WASH Coordination Office and regional governments.
