Abstract

The overall objective of India's national urban sanitation programme "Swachh Bharat Mission (Urban)" is to provide complete sanitation solutions for all of India's 4041 statutory towns. This includes the elimination of open defecation, use of insanitary toilets and manual scavenging by October 2019.

After a brief overview of the Mission's objectives, strategy and budget, the document describes its six components:

  1. Household toilets, including conversion of insanitary latrines into pour-flush latrines
  2. Community toilets
  3. Public toilets
  4. Solid waste management
  5. IEC & Public Awareness
  6. Capacity building and Administrative & Office Expenses (A&OE)

This is followed by sections on the Mission's financing, management and monitoring and evaluation procedures.

Design details and norms for on-site sanitation options are provided in an annex.
