Theory of change exercise in Uganda for the Watershed programme

Members of the Watershed programme in Uganda together with external partners participated in a three-day workshop facilitated by Anita van der Laan (Akvo) in Kampala from 5-7 July 2016. In this workshop the Theory of Change was used to map the stakeholders; do an outcome map and come up with some activities for each of the partners and as well as develop assumptions that will shape the implementation process. A list of activities was drawn up for each Watershed partner (IRC, SIMAVI, Wetlands International, Akvo) which will need to be followed up, some have to start immediately and others will be taken up after the inception phase has ended. This list includes:

  1. Capacity assessment of Civil Society Organisations (CSOs) in Lobby and Advocacy (IRC in the lead)
  2. Develop a capacity building plan for each CSO (IRC)
  3. Organise WASH/IWRM linkage training exercise for CSOs and Government (Wetlands International)
  4. Revise the Terms of Reference for the UWASNET IWRM working group (Wetlands International)
  5. Organise WASH/IWRM training in Policy, Advocacy and Lobby for CSOs and Monitoring & Evaluation (Simavi)
  6. Assessment of existing data sources on IWRM and WASH (Akvo)
  7. Develop an on-line platform for data sharing (Akvo)
  8. Organise workshop/roundtable on the use of the on-line platforms for data sharing (Akvo)
  9. Validation workshop/meeting Q4 2017 (IRC)
  10. Conduct a baseline (IRC and Akvo)
  11. Support water management zones (at least 1) to develop catchment plans (Wetlands International)
  12. Organise a series of meetings to share the programme (Inception) with government (IWRM working group, Technical Support Units (TSUs), Water Management Zones (WMZ), Umbrella Organisations (UOs) - (Simavi & IRC)
  13. Budget tracking for WASH & IWRM services (IRC)
  14. Develop and disseminate Information, Education and Communication materials (Catchment plan guidelines, Water source protection guidelines) - (IRC)
  15. Evidence-based pitches to potential donors (IRC & partner still to be identified)

We also identified key factors that will affect our intervention.
