Abstract

This is the first national gender study exploring sanitation and hygiene in Bhutan. The objective of the study was to help make Bhutan's Rural Sanitation and Hygiene Programme (RSAHP) more gender sensitive and to improve the capacity of its implementers to integrate gender in the programme.

Qualitative research was conducted in the three districts of Samtse, Samdrup Jongkhar and Wangdue Phodrang on four main themes:

  1. the gender division of water, sanitation and hygiene (WASH) related labour within the household
  2. decision-making at household level in general, including for sanitation and hygiene
  3. decision-making at community level
  4. access, privacy and safety issues related to WASH for rural women and men

The study provides recommendations based on its findings and a review of secondary data for the four components (governance, demand creation, supply chains and behavior change communication) of the RSAHP separately and also for the whole RSAHP in general.
