Abstract

Water services, both community water supply and sanitation, present several special characteristics compared to other commodities. This paper first discusses water as a basic need and a human right, an economic good, a public good, a non-substitutable good and a local resource. Then it presents a three-phase PESTEL (political, economic, socio-cultural, technical, environmental/ecological, and legal) analysis of Finnish water services by a group of experts. Water is an economic as well as a public good with a mixture of other features that vary by time and place. [authors abstract]
