Abstract

This case study presents the case of tanker service supply as an alternative supply mechanism to the urban poor who are poorly or not at all served by the utility network. It presents the case of the tanker service operations project implemented by Aqua Vitens Rand Limited (AVRL) in parts of Accra in the beginning of the year 2008 as response to an acute water crisis in those parts of Accra. The project was planned as a short-term measure to deal with an emergency situation. However, one year after its inception, there is still high demand for the service. AVRL therefore commissioned an evaluation study which was executed by TREND Group, to assess the project‟s effectiveness and efficiency and provide recommendations for the way forward. This case study is based on this evaluation study. [authors abstract]
