Abstract

This presentation provides an overview of the efforts and models to support community-based operators. The Ministry of Environment, Housing and Territorial Development (MAVDT) started a programme called “entrepreneurial culture”, which emphasised that even though community-based service providers are non-profit bodies, they should need to adopt basic “business” principles and good management practices, in order to be an adequate service provider. As part of the programme, various tools and methods were developed to support rural operators in carrying out the legalization process required by the Colombian law and adopting the management practices needed to improve their performance. Booklets were developed explaining how to carry out cost and tariff studies, or develop an O&M plan. Computer software was provided to support communities in billing and book keeping. In addition, MAVDT started to support rural operators directly through training and technical assistance.
