Abstract | The overall purpose of this publication is to provide a consolidated summary of the most important contents of the various laws of Nepal that influence the rights of citizens to water. It brings together in one document the most important clauses, rules and requirements of the various legislation related to drinking water, water supply systems, sanitation, irrigation, and hydropower. It gives a clear definition of the entitlements, roles, processes, obligations etc. stated in the laws and provides a tool for civil society and others to analyze the existing legislation for any gaps and omissions, inconsistencies, out-of-date aspects and ambiguities and thus form the basis for advocating for legal reforms. It is expected to act as a catalyst to further stimulate thinking and debate to influence water rights of citizens. The report provides these laws in English so that international jurists and others may also have access to their content. |
