Abstract

The Charter provides a high-level framework describing the operational and institutional arrangements that are basic requirements for managing water supplies from catchment to consumer. It guides the user on the assessment and mitigation of risks at all points in the supply system, from catchment to consumer, and performance verification based on predetermined standards and controls. It also provides guidance as to the institutional roles that should be established and the benefits to be achieved through close cooperation.
It contains the following chapters: consumer outcomes; key principles; diagrammatic representation; roles and responsibilities of governments, water suppliers, regulatory authorities, and consumers; drinking water safety plans; verification of drinking water quality.
