Abstract

The paper presents the rationale for accessing domestic capital markets for financing water and sanitation infrastructure. It lists the necessary conditions for a well-functioning domestic capital market and the key stages in the bond issuance process and the important players. The paper mentions enhancements for encouraging domestic capital market financing. It includes three case studies of local governments that have successfully accessed the domestic capital markets. Finally the paper suggests opportunities for public-private cooperation to facilitate the development of domestic capital markets to finance water and sanitation projects.
