Abstract | The toolkits on private sector participation in water and sanitation focus on three key sets of issues: How to choose a private sector participation option (toolkit no. 1); How to design the process for refining and implementing the option chosen (toolkit no. 2); and How to ensure that contracts cover all the relevant issues (toolkit no. 3). The toolkits do not spell out every detail of the process or provide solutions to every problem. Rather, they are intended to help governments and their advisers on their way to designing a process and a private sector arrangement that will work for citizens by signaling major issues and major risks and offering general strategies for handling them. The toolkits also include a prospectus brochure and, in the Web version, links to other resources. |
