This paper summarizes the practice of water markets as an instrument for improving the efficiency of water use. It also examines the evolving legal and institutional frameworks in Chile, Mexico, Brazil, and Spain (Canary Islands) and provides comparisons for some of the difficulties and successes encountered in these countries.
