Impact evaluation of the water and sanitation project : USAID/NWSDB institutional development 1985-1991

This report summarizes the results of the evaluation that assessed which elements of the USAID-sponsored Water and Sanitation Sector Project have been sustained by the National Water Supply and Drainage Board (NWSDB) in Sri Lanka. It provides an analysis of why these practices, organizational structures, systems and procedures have been sustained. Areas that received special attention in the impact evaluation include financial viability and commercial performance; capacity for corporate planning, strategic problem-solving, and policy development; decentralization; relations with external entities, stakeholders, and consumers; operations and maintenance; training and human resources development as a tool to support organizational objectives. Comparisons of key financial, training and human resources development indicators describe the situation before the beginning of the project (1985), at the end of the project (1990) and after completion of the project (1993). These are presented to highlight the progress and accomplishments of the project.
