Abstract | This conference differed from the first one of the MOLE series in that it concentrated not on technical provision of water services, but on "software" or human resource mobilization. It was agreed that providing water was not simply a technical operation, but that it was inextricably linked with health education, community participation and sanitation. The underlying theme seemed to be that of involving communities at the planning stage of projects to encourage greater invovlement in operation and maintenance. |
