The SWA partners in Honduras include PAS/BM, SDC, Water for People representing the End Water Poverty coalition, UNICEF and IRC.

Participants perceived that linking up with SWA and participating in the HLM in April could serve as an extra push in the further consolidation and formalisation of the many ongoing initiatives and processes in Honduras that require high political priority, such as:

  • the formalisation and implementation of the recently formulated national WASH policy
  • the work to develop a national finance strategy for WASH
  • the work on the improvement and actualisation of sector information system for WASH service delivery in rural areas (SIAR)
  • the work on the development of sector status overviews (mapas), and
  • the strengthening of the institutionalising of water and sanitation in the sector.

SANAA (the national utility and agency tasked with technical assistance) and CONASA (the inter-ministerial council tasked with policy and for the water sector) agreed to take the lead in convening a national high level meeting with all relevant authorities including the ministry of planning and the executive office of the president to inform them about the SWA initiative and to discuss how the ongoing sector initiatives and country processes can be reinforced by engagement with SWA.

Background

Sanitation and Water for All (SWA) is a global partnership of developing countries, donors, multi-lateral agencies, civil society and other development partners working together to achieve universal and sustainable access to sanitation and drinking water. The majority of SWA’s current 77 partners are African and Asian countries, as well as global institutions mainly based in Europe or the USA.

In June 2011, the SWA Steering Committee encouraged several Partners working in the Latin America and Caribbean region (LAC) to explore opportunities to engage countries and partners in the region given SWA’s global mandate. The preparations for the 2012 biennial SWA High Level Meeting (HLM) offer an opportunity to promote SWA in LAC and to encourage a small number of LAC countries to participate in the 2012 HLM.

Sanitation and Water for All organised a first High Level Meeting on 23 April 2010, which had the objective to:

  • mobilise political support amongst ministers of finance as well as sector Ministers
  • monitor progress against global targets and commitments, decide how to address challenges and strengthen mutual accountability
  • improve sector financing & aid-effectiveness.
